QueenslandOn 1 July 2026, IPART released its latest ESS and PDRS Rule update, introducing several significant changes across activities. This Feature is part of a 3-piece series, including ESS & PDRS Changes: Big Batteries for EPCs & OEMs, and ESS & PDRS Changes: Upcoming Activities.
Residential & Small Business Air Conditioning
Multi-split systems are now eligible under the ESS and PDRS, opening up a broader range of products providing greater flexibility for your customers. Changes have also come to co-payments and certificate caps for installations.
Co-payments have increased across all systems, to:

| Multi-split and Ducted | $1,000 – $3,000 depending on size |
Certificate caps have also been updated with the inclusion of multi-split systems:

| Average and Hot | 70 | 500 |
With these changes affecting product eligibility, co-payments and increased certificate quantities, it’s essential that installers review their quoting systems. If you are unsure in applying any of these changes, please speak to your Ecovantage Account Manager.
Commercial HVAC
Multi-split systems are now eligible for commercial premises. Size eligibility has been updated to a minimum of 30 kW, and for the first time large commercial systems, >65 kW, are eligible. Co-payments have been increased to $3,000 for multi-split or ducted systems.
Small businesses consuming less than 100MWh of electricity per year are excluded from the Commercial HVAC activity, and will be more suited to the Residential & Small Business activity.
