New VEU Activity Announced – Deemed Solar Incentives for C&I Premises

On 1 October 2025 the VEU, alongside Solar Victoria, announced a new activity to create deemed VEECs for solar in non-residential premises. The introduction of incentives aims to support commercial and industrial premises to save energy and increase electrification through the installation of solar PV systems from 30-200 kW. 

The VEU will provide incentives up to $35,000 for C&I businesses to install a solar system, and these VEECs can be combined with STCs and LGCs.

To be eligible, the system installation must commence after 29 September 2025, and an Accredited Person, such as Ecovantage, needs to be engaged to create the certificates.

System Requirements.

    • Installation must be at a non-residential site
    • System size is between 30-200kW
    • Must comply with the negotiated connection contract or connection agreement of a relevant DNSP.
    • Maximum one system per NMI

Hardware Requirements.

    • Panels and inverters must be listed on the Clean Energy Council-approved product list
    • Panels must have a minimum product warranty of 10 years, inverters 5 years
    • For systems less than 100kW, solar panel brands must be participating in the Solar Panel Validation Initiative (SPVI)
    • System installed must include access to a monitoring portal, system dashboard, or regular system performance result
