On Thursday 12 February, the South Australian Government Gazette was published with exciting updates for the Retailer Energy Productivity Scheme (REPS2).
Effective immediately, transition factors have been reintroduced for Priority Group households, and selected commercial activities have been brought back into play for 2026.
This surprising turn of events is great news for the industry and, most importantly, consumers and businesses who rely on REPS activities. After much noise from the industry through letters and media coverage, and the public through concerned letters and calls to local MPs and government departments, households, businesses and commercial customers are going to benefit from the updates announced yesterday.
There are still some questions around delayed retailer targets, commercial REPS levies, and the likelihood of non-Priority Group targets being exhausted far too early, however there is an audible sigh of relief from the industry that was on edge up until yesterday’s announcement.
What does this mean for households?
The transition factor – a multiplier of the rebate value – that is applied to Priority Group households, means a significant contribution will be available to help with the up-front cost for important energy efficient upgrades, such as air conditioning and roof insulation.
Increased Priority Group household targets set for 2026 may be achievable now that transition factors are in place.
At the time of writing, the following residential activities and transition factors have been confirmed for 2026.

What changes were made for commercial customers?
Some commercial activities that were revoked in December last year have been reintroduced to REPS. These will allow certain commercial upgrade projects to go ahead, thanks to the rebates generated from the energy savings.
At the time of writing, the following commercial-only activities have been confirmed for 2026.
| Activity | Activity Description |
| CL1 | Commercial Lighting Upgrade |
| CD1 | Commercial and Industrial Demand Savings (PIAM&V DM) |
