VEU C&I Solar | What we Know & What’s to Come

In a brilliant move for C&I solar in Victoria, the Victorian Energy Upgrades (VEU) program have just announced it will be adding incentives for Solar PV installations, effective from 29 September 2025.

With an immediate kick-off there are many questions – many of which we have firm answers to today, and a raft which will be clarified over the coming month. It’s important to know that while the program is technically ‘live’, the evidence requirements are still being consulted on and are due to be finalised by the end of October.

What has been confirmed so far.

What systems are eligible?

  • Systems with a capacity between 30kw and 200kW, that are either a new installation or an expansion to an existing installation 
    • Example scenario 1: Install a 130kW system to an NMI with no existing solar = 130kW of VEEC-eligible capacity 
    • Example scenario 2: Install a 130kW system to an NMI that already has a 200kW solar PV system = 130kW of VEEC eligible capacity 
  • You can only claim ONE system per NMI, regardless of the capacity (ie. you cannot claim multiple systems on a single NMI even if the first claimed capacity was under the 200kW threshold) 
  • Installation of the system commenced install ON or AFTER 29 September 2025 
  • System meets all standards required to claim STCs, plus has metering portal for the end user and an SLD to submit 
  • The client wasn’t acquired via doorknocking or telemarketing
  • Both existing sites and new build sites are eligible

How do you calculate the VEECs?

The VEEC calculations are divided into two – for over and under the 100kW threshold. Systems under 100kW receive a lower VEEC benefit than systems over 100kW.

Can you double-dip on certificates?

Yes. The program allows you to stack STCs and VEECs for systems under 100kW, and LGCs and VEECs for systems over 100kW. The aim is to have one set of paperwork lodged and two certificates claimed as a result.
  • Note that it is not confirmed how split-staged installations are to be treated.
    • For example. A 99.9kW system installed and claimed STCs. An additional 100kW is installed to make a total system capacity of 199.9kW.

What lead gen methods are accepted?

The VEU banned doorknocking and telemarketing for any upgrades intending to claim VEECs in 2024. Any customers sourced via these methods will be ineligible to claim VEECs. You will be asked to show proof of how this customer was sourced, such as through a web enquiry, a referral or an email campaign. The VEU audits sites post-submission to ensure that their lead generation source selected is correct.

When can we claim the first VEECs?

Evidence requirements are currently being consulted on, and Ecovantage is undergoing accreditation in the first wave. We are anticipating that the first VEECs will be able to be lodged in late October or early November following the evidence requirements being released.

What are the proposed evidence requirements?

Currently the evidence requirements are aligned to what is typically required for STCs. Additionally, the following is proposed to be required: 

    • Metering portal that the end user can login to (an exported report to evidence this) 
    • Single Line Diagram (SLD) 
    • Itemised invoice that breaks down brand/model of components and a discount amount for each certificate type (STCs, LGCs, VEECs) 
    • Photo ID to be included in selfies 
    • Aerial or elevated photo showing full array 
    • Report from the monitoring platform

Proposed Qualifications Required 

The following requirements are proposed for the parties associated with each PV system, and are subject to the consultation outcome: 

Designer 

    • Holds a SAA GCPV Design Only, or Design and Installation accreditation
    • Registered with the VEU (Ecovantage arranges this for you in your onboarding) 

Installer  

    • Holds a SAA GCPV Installation only or Design and Installation accreditation
    • A Grade Electrician 
    • Working from heights certificate for either VU23631 Work safely on roofs with renewable energy systems, or VU22744 Work Safely in the Solar industry.
    • White card for either CPCCWHS1001 Prepare to work safely in the construction
    • industry , or CPCWHS1001 Prepare to work safely in the construction industry
    • Registered with the VEU (Ecovantage arranges this for you in your onboarding)

What’s next?

The consultation on evidence requirements and qualifications is still open, and is due to close at the end of October. Once this is completed we will update this article with the firm requirements.
